Cambodia’s Leading Mobile Operators Cellcard, Metfone and Smart Axiata Collaborate to Strengthen Digital Trust Through GSMA Open Gateway Initiative

Published Date: March, Friday 07, 2025

3 March 2025, Barcelona: Cambodia’s leading Mobile Network Operators – Cellcard, Metfone, and Smart Axiata – have signed a Memorandum of Understanding (MoU) at MWC25 Barcelona to collaborate on the deployment of federated CAMARA APIs, as part of the GSMA Open Gateway initiative.

This partnership aims to combat fraud, enhance identity verification, and foster a more secure and innovative digital ecosystem. Beyond developing technology and leveraging 5G network resources, the GSMA Open Gateway initiative focuses on creating a seamless ecosystem that connects enterprise developers, system integrators, and global network – delivering new value to both end customers and the businesses providing these services.

GSMA Open Gateway provides universal network Application Programmable Interfaces (APIs), giving enterprise developers direct access to operator networks and accelerating digital service innovation. CAMARA, an open-source project from the Linux Foundation in partnership with TM Forum and GSMA, standardises these APIs across networks, enabling easier and more scalable integration for businesses. Since its launch at MWC Barcelona in 2023, 72 mobile operator groups, representing 284 mobile networks and over 75% of global connections, have joined the GSMA Open Gateway initiative.

Unlocking New Opportunities Across the Digital Economy

By transforming Cambodia’s telecom networks into developer-ready platforms, the collaboration will support fintech, e-commerce, and digital services through innovative solutions. By federating these APIs across operators, businesses can deploy solutions more quickly and scale them across multiple networks, ensuring consistency and reach. This also opens the doors for countries to interwork with other global network operators.

Julian Gorman, Head of Asia Pacific at the GSMA, said: “We thank the Cambodian operators for their participation in the GSMA Open Gateway initiative and their commitment to tackling digital fraud through open network APIs. This new collaboration across the Cambodian mobile industry will help deliver better customer experiences and build digital trust for consumers and businesses, driving forward the country’s progress as a digital nation.”

“Cellcard is committed to implementing Camara APIs in Cambodia, with an initial emphasis on identity verification, fraud alerts, and e-commerce. The GSMA Open Gateway Initiative provides the framework for operators in Cambodia to enable businesses and government to deploy solutions seamlessly in support of the Government’s Digital Cambodia objectives while also opening options on monetization of APIs through telcos. We look forward to working with our colleagues in Smart and Metfone on these initiatives” said Simon Perkins, CEO of Cellcard.

This initiative reflects the shared commitment of Cambodia’s mobile operators to support the country’s digital transformation, reinforcing its position as a growing digital economy in Southeast Asia. The adoption of GSMA Open Gateway aligns with the country’s vision to becoming a leading digital economy in Southeast Asia and showcases the commitment of Cambodia’s MNOSs to embrace global standards.

MWC Barcelona 2025 is being held from 3-6 March at Fira Barcelona Gran Via.
