The event was held on Thursday, 27th March 2025, at Rosewood Phnom Penh.

The event featured keynote presentations from Mr. Kim Ann, Deputy Director of the Department of ICT Security at the Ministry of Post and Telecommunications (MPTC), and Mr. Simon Perkins, ICT Division CEO at Cellcard (CamGSM). Together, we outlined both regulatory frameworks and enterprise-level strategies to protect Cambodia’s digital infrastructure, businesses, and consumers.

In his presentation titled “How Telcos Help Fight Against Scammers”, Mr. Simon Perkins detailed a range of digital threats increasingly targeting Cambodia’s enterprise landscape, including fake base transceiver stations (BTS) popular social messenger account hijackings, AI-powered phishing attacks, and deepfake voice manipulation.
Mr. Simon emphasized that as cyber risks grow more sophisticated, so must business responses. “The private sector cannot afford to be reactive anymore. Our solutions are built to detect, prevent, and mitigate attacks before they disrupt business operations,” he said.

MPTC Reinforces National and Regional Cybersecurity Collaboration
The event also spotlighted Cambodia’s regulatory and regional cybersecurity efforts, with Mr. Kim Ann of the Ministry of Post and Telecommunications presenting the “ASEAN Cybersecurity Landscape.”
He noted that the average cost of a data breach in ASEAN rose to USD 3.23 million in 2024, with financial services and industrial sectors being prime targets. Common attack vectors included phishing, business email compromise, and zero-day exploits.
In response, the Ministry and ASEAN region has advanced several national and regional initiatives, including:
- CAMCERT (Computer Emergency Response Team): Handling cybersecurity incidents nationwide.
- Digital Security Committee: Coordinating inter-ministerial response to digital threats, with units across MPTC, the Ministry of Interior, Ministry of National Defense, and Ministry of Foreign Affairs.
- ASEAN Frameworks: Supporting harmonized standards through the ASEAN Data Management Framework, AI Governance Guidelines, and the Anti-Online Scam Working Group (WG-AS).
“These partnerships are not only building our defensive capabilities, but ensuring Cambodia’s digital economy can integrate securely with regional and global systems,” Kim said.

The IBC-hosted seminar reinforced the urgency for collaboration between the private sector, telecommunications providers, and regulators.
